Budweiser Building WHAT?

The drama continues with the Budweiser Building. Yesterday the Cubs began construction in center-left field to block the Bud Building's rooftop from Wrigley Field's view.
Why you ask. Nothing is certain but what we've heard is there are some unresolved bills, if you know what I mean.
It's sad that such measures are necessary, especially to block such an iconic feature to the Friendly Confines skyline. I mean, it's not even Bud advertisements that are featured on the Bud Building anymore, rather Horseshoe Casino has marked the sloping roof for advertising this past season - yet we and everyone else still knows it as the Bud Building. Does this not signify our attachment to the fine alternative-billboard. If fans haven't seen it in person they've seen it a hundred times while watching their team on T.V.
So the question is (A) what IS the problem and (B) why block the roof in the off-season?
